Income‑tax‑‑‑
‑‑‑‑Informer‑‑‑Reward‑‑‑Pending cases ‑‑‑Finalization of‑‑‑Federal Tax Ombudsman directed the Department that pending cases which had not been finalized out of list furnished by the informer/complainant may be assigned to a honest officer and reward in the cases be finalized and paid.
DECISIONS/FINDINGS
Brief facts giving, rise to the instant complaint are that the complainant is registered informer under Code No.006 with the Directorate of Intelligence and Investigation (Direct Taxes) since 24‑9‑1998. He has alleged that he had passed on particulars in the case of Mr. Muhammad Safdar a copy of the rent agreement showing receipt of a monthly rent of Rs. 26,000 to Mr. Muhammad Taj, Deputy Director, papers were returned to trim next day on the ground that it was a petty case. After few days he allegedly passed on these particulars to the Director for inquiry but it was still pending action. The complainant had also alleged that he visited Deputy Director Mr. Anees about two months back to know about fate of 19 cases, particulars whereof he had furnished to the directorate. He was informed that the same have, been forwarded to Commissioner Income‑tax, Rawalpindi. He was asked to visit the Commissioner personally to find out the end result. In the first week of January, 2002 the complainant visited the inquiry branch of the Commissioner of Income‑tax. It came to his knowledge at the‑director that the case of Subedar (R) Muhammad Nawaz was assigned to Sardar Muhammad Tai for inquiry. He met Director Muhammad Khan and requested him to hand over this important case to some honest officers, as he did not trust the credentials of Sardar Taj. The complainant has further submitted that he applied for reward in 7 cases out of 19 on 10‑1‑2000, the other 12 cases are still under process. When he visited, the Director again to pursue the matter for expeditious disposal of cases, reprimanded him for approaching the Commissioner's office and inquiring about the progress of 19 cases pending with Mr. Khuda Bakhsh Abid, Inquiry Officer in the Commissioner's Office. Not only that but,. he was handed over to Police after being subjected to mental torture. The complainant has prayed that pending cases which have not finalized out of list furnished by him may be assigned to a honest officer and reward in cases finalized be paid to him.
